1. Member States shall designate one or more competent authorities responsible for the controls provided for in this Title. 2. The competent authorities referred to in paragraph 1 shall be objective and impartial and act in a transparent manner. They shall have at their disposal qualified staff and the resources necessary to carry out their functions efficiently. |
