Council Regulation (EEC) No 3922/91 of 16 December 1991 on the harmonization of technical requirements and administrative procedures in the field of civil aviation article 4 CELEX: 01991R3922-20120408 1. With regard to the fields not covered by Annex III, common technical requirements and administrative procedures shall be adopted on the basis of Article 80(2) of the Treaty. The Commission shall, where appropriate and as soon as possible, submit suitable proposals in these fields. 2. Pending adoption of the proposals referred to in paragraph 1 member States may apply the relevant provisions of their existing national regulations. |
