1. A certificate shall be valid for four months from the date of issue in the exporting country and must be submitted within the said period to the customs authorities of the importing country. 2. Certificates submitted to the customs authorities of the Principality of Andorra after the expiry of the time limit for presentation specified in paragraph 1 may be accepted for the purpose of applying the preference provided for in Article 12(2) of the Agreement where the failure to comply with the time limit is due to exceptional circumstances or where the products were submitted to them before the expiry of the said time limit. |
