1. All items of revenue and expenditure of an ERIC shall be included in estimates to be drawn up for each financial year and shall be shown in the budget. The revenue and expenditure shown in the budget shall be in balance. 2. The members of an ERIC shall ensure that the appropriations are used in accordance with the principles of sound financial management. 3. The budget shall be established and implemented and the accounts presented in compliance with the principle of transparency. 4. The accounts of an ERIC shall be accompanied by a report on budgetary and financial management of the financial year. 5. An ERIC shall be subject to the requirements of the applicable law as regards preparation, filing, auditing and publication of accounts. |
