1. A Member State in which an airport as referred to in point (2) of Article 2 is located shall designate one or more competent authorities responsible for the process to be followed when adopting operating restrictions. 2. The competent authorities shall be independent of any organisation which could be affected by noise-related action. That independence may be achieved through a functional separation. 3. The Member States shall notify the Commission, in a timely manner, of the names and addresses of the designated competent authorities referred to in paragraph 1. The Commission shall publish that information. |
