1. Member States and the Commission shall coordinate their efforts and cooperate in order to further improve the quality, timeliness and coverage of data enabling further improvement of the reliability of scientific advice, the quality of the work plans and the working methods of the regional fisheries management organisations to which the Union is contracting party or observer and of international scientific bodies. 2. Such coordination and cooperation shall take place without prejudice to open scientific debate and shall aim to promote impartial scientific advice. |
