Council Regulation (EEC) No 3767/91 of 19 December 1991 on urgent action for the supply of foodstuffs to the populations in particular of the cities of Moscow and St Petersburg article 5 CELEX: 31991R3767 This Regulation shall enter into force on the day of its publication in the Official Journal of the European Communities. This Regulation shall be binding in its entirety and directly applicable in all Member States.
