1. Without prejudice to Article 21, when adopting and applying national measures in response to an internal market emergency, Member States shall ensure that such measures comply with Union law, including as regards non-discrimination, justification and proportionality. 2. Member States shall ensure, in particular, that the measures referred to in paragraph 1 are removed as soon as they are no longer justified or proportionate. 3. Member States shall ensure that any requirement imposed on citizens or economic operators does not create an undue or unnecessary administrative burden. 4. Member States shall ensure that all affected citizens and stakeholders are informed in a clear and unambiguous manner of the measures restricting the free movement of goods, services and persons, including workers and service providers, before their entry into force. Member States shall ensure a continual dialogue with stakeholders, including communication with social partners and international partners. |
