1. The team members and observers participating in evaluation and monitoring activities shall have appropriate qualifications, including a solid theoretical knowledge and experience in the areas covered by the evaluation and monitoring mechanism, along with sound knowledge of evaluation principles, procedures and techniques, and shall be able to communicate effectively in a common language. 2. Experts from the Member States which, in accordance with the relevant Act of Accession, are bound by but do not yet fully apply the Schengen acquis shall participate in evaluation and monitoring activities of all parts of the Schengen acquis. |
