1. European Production Orders and European Preservation Orders shall be addressed directly to a designated establishment or to a legal representative of the service provider concerned. 2. Exceptionally, in emergency cases as defined in Article 3, point (18), where the designated establishment or the legal representative of a service provider does not react to an EPOC or an EPOC-PR within the deadlines, that EPOC or EPOC-PR may be addressed to any other establishment or legal representative of the service provider in the Union. |
