Council Regulation (EEC) No 1416/76 of 1 June 1976 on the financial provisions applying to the European Centre for the Development of Vocational Training article 29 CELEX: 01976R1416-19930726 The Financial Controller's approval of proposals for commitments of expenditure shall serve to certify that: (a) the expenditure has been correctly charged; (b) the appropriations are available; (c) the expenditure is in order and conforms to the relevant provisions, in particular, of the statement of revenue and expenditure and the Regulations applying to the Centre, and of all acts made in implementation of these Regulations; (d) the principles of sound financial management referred to in Article 2 have been applied.
