1. The registration procedure shall comprise two phases. The first phase shall take place at national level in accordance with Articles 12 to 16. The second phase shall take place at Union level in accordance with Articles 21 to 30. 2. By way of derogation from paragraph 1 of this Article, Member States may request a derogation, in accordance with Article 19, from the national phase of the registration procedure. In such cases, applications for registration shall be submitted directly to the Office. 3. Any administrative burden associated with the registration procedure shall be kept to a minimum. |
