Regulation (EEC) No 154/74 of the Council of 17 December 1973 on the protective measures provided in the Agreement between the European Economic Community and the Lebanese Republic article 2 CELEX: 31974R0154 1. Without prejudice to Article 1 the Commission may authorize a Member State to deal with such disturbances or difficulties referred to in Article 12 of the Agreement by taking protective measures.
These measures and the Commission's decision shall be notified to all Member States. 2. In case of urgency the Member State or States concerned may introduce quantitative import restrictions. They shall immediately notify these measures to the Commission and to the other Member States.
The Commission shall decide, by an emergency procedure and within a maximum period of five working days of the notification referred to in the first subparagraph, whether the measures are to be retained, modified or abolished.
All the Member States shall be notified of the Commission's decision, which shall be immediately enforceable. 3. Any Member State may refer the Commission's decision to the Council within a maximum period of ten working days of its notification. The Council shall meet forthwith. It may by a qualified majority amend or revoke the decision taken by the Commission. |

The suspension shall end thirty days after the matter has been referred to the Council if by that time the latter has not amended or revoked the Commission's decision. 4. For the purpose of implementing this Article, priority must be given in selecting measures to those which least disturb the functioning of the common market. |
