1. For the implementation of this Regulation, the Union shall provide grants to the NSIs and other national authorities as referred to in Article 5(2) of Regulation (EC) No 223/2009, for:
(a) the development and/or implementation, and the improvement of timeliness, of data collection, data collection methods, sampling frames and data processing for statistics under this Regulation, for the first four years of the data collection for each domain covered by this Regulation;
(b) the development of methodologies for statistics under this Regulation, including the participation of the Member States in representative feasibility and pilot studies referred to in Article 14;
(c) the collection and production of statistics on ad hoc subjects required by the users as provided for in Annex IV, new or revised sets of variables and characteristics implemented for the first time. Where this Regulation confers tasks on NSIs and other national authorities which they did not previously carry out, they shall be granted sufficient financial resources from the Union for the purpose of carrying out those tasks. The financial resources shall be re‐evaluated in light of developments with regard to the implementation of this Regulation.

2. The Union financial contribution referred to in paragraph 1 of this Article under the Multiannual Financial Framework 2014 to 2020 shall be provided in accordance with Article 7 of Regulation (EU) No 99/2013 of the European Parliament and of the Council , point (a) of Article 16(1) of Regulation (EU) No 1296/2013 of the European Parliament and of the Council , Article 6 of Regulation (EU) No 1291/2013 of the European Parliament and the Council , Article 58 of Regulation (EU) No 1303/2013 of the European Parliament and of the Council , Article 5 of Regulation (EU) No 282/2014 of the European Parliament and of the Council , or Article 6 of Regulation (EU) 2017/825 of the European Parliament and of the Council .
3. This Union financial contribution shall not exceed 90 % of the eligible costs.
