1. By 20 July 2029, Member States shall ensure that their competent authorities do not empower privately owned or privately managed legal entities with distinct legal personality to conduct any activities related to the application of this Directive. 2. In the period until the date referred to in paragraph 1 (‘the transitional period’), Member States shall ensure that only competent authorities are allowed to initiate and conduct procedures related to road-safety-related traffic offences listed in Article 2(1), such as procedures relating to the exchange of information, enforcement, or any type of mutual assistance under this Directive. |
