1. The Union may support pre-commercial procurement by awarding a grant to contracting authorities or contracting entities as defined in Directives 2014/24/EU () and 2014/25/EU () of the European Parliament and of the Council which jointly procure defence research and development services or coordinate their procurement procedures. 2. The procurement procedures referred to in paragraph 1: (a) shall comply with this Regulation; (b) may authorise the award of multiple contracts within the same procedure (multiple sourcing); (c) shall provide for the award of the contracts to the tenders offering best value for money while ensuring the absence of conflicts of interest. |
