Official certificates Articles 88, 89 and 90 shall apply:
(a) when the rules referred to in Article 1(2) require the issuance of an official certificate; and (b) to official certificates which are necessary for the purposes of exporting consignments of animals and goods to third countries or which are requested from the competent authority of a Member State of dispatch by the competent authority of a Member State of destination in respect of consignments of animals and goods which are to be exported to third countries.
