1. By 18 January 2024 and every five years thereafter, the Commission shall submit a report to the European Parliament and to the Council on the implementation and performance of this Directive, including, among other aspects, its scope and its effectiveness. 2. Where appropriate, the report referred to in paragraph 1 shall be accompanied by relevant proposals. |
